Energy Programme 2008–2012

Because of the challenges involved in the production and more efficient use of energy, Finland needs to create new innovations and an agility in responding to these challenges Communities use almost as much energy as industry. Energy saving poses a major challenge for companies, the public sector and consumers.

A quantum leap towards energy efficiency


The five-year-long Energy Programme focuses on improving the energy efficiency of the built environment. Reversing the trend in energy consumption requires activating consumers to action, as well as the rapid renewal of the service sector and the entire building and real-estate sector. 

In the initial stage, the programme is exploring the entire energy chain and looking for suitable targets to improve the energy efficiency within the community structure, land use and traffic infrastructure. The programme is also investigating the opportunities to improve energy efficiency in building and in terms of private consumer behaviour. The imminengt change provides a significant opening for innovation, business activities and social change.  

The objectives of the programme are
  • to promote the rapid transformation of Finland into an energy-efficient society and reverse the trend in energy consumption, 
  • to encourage Finnish people to save energy, and create opportunities for consumers to adopt sensible and energy-efficient solutions, and 
  • to create new successful business activities in the field of energy efficiency and sustainable energy production.
