A new type of structural change has begun in Finland. From a regional perspective, this is leading to the collapse of many foundations of local business operations and the need to find new ones. The Ministry of Employment and the Economy has established an ad-hoc panel to tackle the issue, which will first study the Jyväskylä area and then develop operational models that could be adapted more broadly in Finland. Sitra has been invited to take part in this working group.

The panel’s immediate task is two-fold:
  1. An operational model for concretely dealing with the Jyväskylä region’s acute problems,
  2. An operational model for use more generally to deal with new types of structural change.
The committee was to present a summary of its proposals by September 30, 2009.

In this respect, the operations used by Sitra are intended to be taken advantage of horizontally, in other words to seek the ideal way of influencing the development of new types of operational models by combining Sitra’s know-how in traditional operational areas and in the field of new ventures: Sitra’s programmes, strategic reform, industrial policy, design, social media, venturing, social entrepreneurship and so on.
