Outi Honkatukia

Chief Negotiator for Climate Change, Ministry of Environment, Finland

Outi Honkatukia has been in the UN climate negotiations since 2008 with a special focus on climate finance. She has lead Finland’s delegation at UN Climate Conferences since 2016 and facilitated consultations on the global stocktake of the Paris Agreement. Honkatukia is a member of the UNFCCC Standing Committee on Finance and served as the Committee’s co-chair in 2015 and 2016. Prior to joining the environment ministry as the chief negotiator, she spent 8 years in the ministry of finance. She worked at the OECD Secretariat in Paris 1995-2008. Honkatukia holds a Licentiate (pre-doctoral) Degree in Economics from the University of Helsinki.
