Preparing the implementation of service packages

The project’s starting point is Sitra’s social welfare and healthcare reporting model, which is based on the service packages developed by the Ministry of Social Affairs and Health (MSH). The reporting model provides transparent and comparable information for the management of social welfare and healthcare services.

WHAT IS IT ABOUT?

The MSH and Sitra have developed and assessed social welfare and healthcare service packages together since the spring of 2015. The first phase of the project ran from October 2015 to June 2016, during which time service packages were piloted in 51 municipalities.

The results of these pilots were compiled into several reports to form a common database. A summary of the pilot project experiences can be found here. The final pilot report is here and the first version of the service package implementation guide can be found here (links in Finnish).

What do we do?

This project entity was used to create a nationally distributable model for the implementation of service packages as part of the business intelligence of regions. The MSH is moving the service packages towards a national steering model, from pilot projects to implementation, with service packages eventually being implemented in each region, one at a time. The preparation for the implementation of service packages is being harmonised with social welfare and healthcare reform, regional reform and implementation of the eHealth and eSocial strategy 2020. Preparing the service package implementation does not require regions to productise services.

Who participates?

The regions of Pirkanmaa, North Savo, Southwest Finland, South Karelia and North Karelia will participate in preparing the implementation of service packages during the spring of 2017. The regions each have different points of emphasis in this preparation work.

Where are we now?

A second version of the service package implementation guide will be produced during the second phase of the project and published in early summer 2017.

Goals

The drafting of a national road map for the implementation of service packages will be co-ordinated by Sitra and published in early summer 2017.

The goals of the entire project entity are to:

1) further develop the service package model and the regional and national steering of social welfare and healthcare services as a tool for previously undefined service packages and service package indicators;

2) further specify service package definitions and harmonise them with the needs of different actors by, for example, establishing a nationally cohesive nomenclature for service packages and setting requirements for service package reporting;

3) test the function of packages under the steering of each region;

4) develop and test steering information processes by devising a plan for the implementation of service packages as part of the regional production of information (road map).
