The TESSA project advances the integration of artificial intelligence (AI) in the reform of upper secondary vocational education in Finland. Its primary objective is to enhance the efficiency, quality, and productivity of modernisation processes, ensuring that vocational qualifications remain responsive to evolving labour market needs. Finland currently offers 160 vocational qualifications comprising over 3,000 components, all of which require regular updates to align with professional standards. In its second phase, the project will evaluate the applicability of chatbots and AI agents across various stages of the reform process, further develop AI-driven solutions, and establish process guidelines to support the widespread and sustainable adoption of project outcomes. The initiative targets professionals engaged in the renewal and development of vocational qualification frameworks. The Finnish National Agency for Education, responsible for overseeing qualification standards, serves as a key partner. By fostering innovation and quality in vocational education and training, the TESSA project contributes to the broader societal and economic objectives of the European Union.
