This global stocktake update builds on the original 2024 review of national circular economy road maps by expanding the scope of analysis to 99 national frameworks and strategies worldwide. While ambition and policy uptake have continued to grow, the analysis shows that implementation remains uneven, with many strategies still lacking clear targets, financing mechanisms, monitoring frameworks and effective coordination. The update highlights plastics and other material‑intensive sectors as priority areas and reinforces the need to move from high‑level policy frameworks toward measurable outcomes to deliver a just and effective circular transition.
