During the experiment, a model will be developed to assess the effectiveness and suitability of digital therapies within the framework of the national reimbursement and healthcare system. At the same time, valuable user experience will be collected from professionals and residents on how digital therapies work in practice.
“Digital therapies offer an opportunity for effective and accessible treatment regardless of time and location. This experiment will help us understand what kind of model can be used to safely and equitably integrate such therapies into public healthcare,” says Jenny Vuollet, Specialist at DigiFinland.
The project aims to build a foundation for a future reimbursement system that supports the use of digital treatments and also creates conditions for innovation in the Finnish health sector.
Together with participating organisations, Sitra will compile the lessons learned and recommendations for implementing reimbursement. The work is based on the results of digital therapy experiments previously funded by Sitra and a report containing a country comparison.

The project now being launched is coordinated by DigiFinland, which promotes the digitalisation of public administration, and is steered by the Ministry of Social Affairs and Health. Kela, Sitra and FinCCHTA (Finnish Coordinating Center for Health Technology Assessment) are also involved in the experiment. The experiment will be carried out in close collaboration with the wellbeing services counties, service providers, authorities and other stakeholders. The results will support national decision-making and pave the way for a new kind of effective and evidence-based approach to healthcare development.
