Technology continues to develop rapidly, and new solutions are adopted at an equally fast pace. The development and interplay of various disruptive technologies significantly influence our possibilities. Finland has strong expertise and good capabilities for utilising many of these technologies. Expectations for artificial intelligence are high, and it has the potential to significantly boost productivity. At the same time, it challenges existing knowledge institutions—such as research, education, decision‑making and information processes. Current AI applications also consume vast amounts of energy and resources.

Over the next ten years, we must find ways to use technology sustainably and in ways that strengthen human agency. Although Finland has not been at the forefront of AI development, we can become a leader in its responsible application, building on high levels of trust and previous digitalisation efforts. The essential question for technology and the economy is how we learn to use AI—and how it will shape society.
