OIVA (Open Innovation for Verified Automation) is a 2-year EU co-funded project that creates solutions for businesses and public authorities to manage EU regulatory requirements more efficiently. By combining automation, AI, and digital data-sharing solutions, OIVA aims to reduce administrative burden, improve transparency, and support better regulatory oversight. The project’s solutions are being piloted in vehicle recycling, digital building permits, and financial reporting, while also further developing EurLexGPT, an AI model specialised in EU legislation.
OIVA, co-funded under the Digital Europe Programme, is coordinated by the Finnish Innovation Fund Sitra, and it brings together 20 organisations from six European countries to lay the foundation for digital and automated regulatory compliance across Europe.
Businesses and public authorities across Europe face growing regulatory requirements. While regulations are essential for safety, sustainability and trust, compliance processes are often time-consuming, fragmented and heavily reliant on manual work. This creates administrative burden, increases costs and can make it difficult to share and verify information across organisations and borders.
OIVA aims to make regulatory compliance easier, faster and more reliable. The project brings together public authorities, companies and research organisations to develop and test new approaches that reduce administrative burden, improve transparency and support better regulatory oversight.
From a broader perspective, the project seeks to strengthen Europe’s digital sovereignty, support interoperability across borders and contribute to the growth of the European RegTechecosystem.
The project develops and validates digital solutions through three pilots: vehicle recycling, digital building permits and financial reporting. In parallel, OIVA builds digital infrastructure and tools as a foundation to the project’s pilot applications. Together, the technical layer and pilots demonstrate how compliance can become more automated, transparent and scalable across sectors and countries. All key project results will be released as open source to encourage broad adoption and reuse beyond the lifetime of the project and in other applications.
The solutions created within the project are scalable across member states and sectors. In essence, OIVA contributes to the growth of the European RegTech sector and promotes the responsible use of data across organisational and national borders. In the long term, OIVA also supports the development of Europe’s digital single market.
The project brings together public authorities, companies and research organisations to co-create and test solutions in real-world environments. The Community of Practice for Automated Regulatory Compliance, introduced under the project, will support this goal and continue beyond the project duration.
All key results from the project will be released as open source, helping other companies and sectors adopt, reuse and innovate new regulatory compliance solutions.
