Three real-world pilots, endless potential for other sectors.
OIVA demonstrates how digital technologies can make regulatory compliance easier, faster, and more reliable in real-life scenarios. Through pilots in vehicle recycling, building permits, and financial reporting, the project tests practical solutions that reduce administrative burden, improve transparency, and help companies and authorities work more efficiently.
Vehicle recycling made smarter
Every year, millions of vehicles reach the end of their life. Yet recycling processes and reporting systems are often fragmented, making it difficult to track what happens to vehicles and their materials. In fact more than 30% of end-of-life vehicles currently bypass the official recycling system.
OIVA is piloting a digital system that helps recycling operators, vehicle manufacturers, and authorities exchange information more efficiently and securely. The pilot aims to improve the traceability of vehicles, parts, batteries, and materials throughout the recycling process.
Finland’s Digital End-of-Life Vehicle (DELV) solution, introduced in 2024, has already raised the national recycling rate by over 10%. In the project, the solution will be further developed and scaled to other countries, improving the traceability of materials from used vehicles and supporting the achievement of a circular economy.
Faster and more transparent building permits
Obtaining building permits can be slow and complex. Construction projects often need to comply with many regulations, and checking permit applications is still largely a manual process.
OIVA is testing a digital permitting approach that can automatically assess whether construction plans meet selected regulatory requirements. The pilot combines digital building models with machine-readable rules to support faster, more consistent permit reviews.
The pilot is carried out in the Netherlands, where the building permit process currently takes around 10 years, of which 8 years is spent on planning and 2 years on construction. OIVA links building designs directly to regulatory requirements to speed up the process. The pilot aims to shorten planning time by at least 25% and reduce design changes by 50% in standardised building models. In addition, at least 40% of the data needed for permits would be obtained directly from design models, without separate processing. In the long term, the aim is to cut the overall length of the permitting process by up to half.
Continuous & data-driven compliance
Financial reporting and auditing are essential for trust in markets, but current compliance checks can be time-consuming and expensive.
OIVA is piloting new ways to verify compliance automatically and continuously. Instead of relying only on periodic manual audits, the pilot explores how digital proofs can demonstrate that reporting processes follow regulatory requirements while keeping sensitive information protected.
The project aims to convert all identified financial reporting rules into a machine-readable form. It will also produce at least two compliance proofs verified using Zero-Knowledge Proof technology. This technology makes it possible to prove compliance without disclosing sensitive information.
