The eighth Nordic EHDS2 Competence Forum is part of the VALO2 project, funded by the Nordic Council of Ministers. The forum will facilitate knowledge exchange and coordination among Nordic countries to prepare for implementing the European Health Data Space (EHDS). The focus is on the secondary use of health data, such as research, innovation and policymaking.
This forum provides a unique and valuable platform for ministerial and authority stakeholders to jointly prepare for secondary use of health data according to the EHDS regulation.
The EHDS regulation entered into force on 26 March 2025 and Member States must now implement the requirements for the secondary use of health data, potentially with adjusted infrastructure, organisation and national legislation. There are significant challenges in this endeavour.
The Nordic EHDS2 Competence Forum is the first and only Nordic cooperation dedicated to actively preparing for the implementation of the EHDS regulation when it comes specifically to secondary use. Thereby, it allows for the Nordic countries, together with invited Baltic national partners joining as observers, to collectively benefit from and contribute to EHDS efforts.
The main objective of the forum is that authorities responsible for EHDS2 implementation get to know each other and develop mutual, active and seamless peer support. Another objective is to support the Nordic countries to reach harmonised perspectives on EHDS implementation.
Participation is by invitation only. The Nordic EHDS2 Competence Forum is aimed at experts of Ministries of Health and other relevant ministries working with EHDS and the secondary use of health data, as well as governmental authorities and agencies that already have, or may in the future have, the functions and responsibilities of an HDAB. Other relevant authorities, such as Data Protection Authorities are welcome to participate in the forum.
The forum will be a full-day meeting, taking place from 8:30 to 17:00 CEST on 22 September 2026.
The forum will be held at Oslo Congress Center in Oslo, Norway. While primarily a face-to-face meeting, an option for online participation will also be offered.
Participants of the Competence Forum are also warmly invited to attend the Nordic Health Data Summit, the final event of the VALO2 project, on 23 September 2026. The summit presents the key results of VALO2 and showcases how Nordic collaboration can unlock the value of health data through concrete examples, lessons learned, and forward-looking discussions.
