The next phase of Green to Scale zooms in on city-level climate solutions.


Around 70% of global greenhouse gas emissions are linked to cities and the everyday life of their residents. At the same time, cities are well positioned to create significant emission reductions through, for instance, procurement, land planning and implementing climate-friendly solutions in sectors such as energy, mobility and transportation, buildings and waste.

The Nordic Green to Scale for Cities analyses proven city- and municipality-level solutions for emissions reductions, and the emission reduction potential of implementing the solutions within the Nordic countries. The assessment also covers the scalability, costs and co-benefits as well as potential barriers and enablers for implementation. In addition, policy recommendations are provided to advance the solutions’ implementation.

The aim is to show how cities and municipalities – both in the Nordics and in other countries – can harness the potential of existing climate solutions and achieve additional benefits for people and the environment.

The Green to Scale for Cities report will be published later this fall (2019).

Nordic Council of Ministers has included Green to Scale in its Prime Ministers’ Initiative and kindly provided funding.
