What do we do?

We support partners who work on work- and study-based migration and integration to improve Finland’s attractiveness as a place to build a meaningful career and life. We reinforce the capacity of different actors to develop and test new solutions and support the scaling of existing best practices.

Streamlining entry to Finland for international professionals

We help to run and ease entry-related administrative processes by producing knowledge and supporting the development of technical solutions. We act as a bridge between the technical developer community and different branches of government to ensure that the digital services related to entry are as agile as possible across public and private service providers. We accelerate the co-development and deployment of effective and secure solutions.

Straightforward employment pathways for international students

We support our partners in developing employment and career pathways for international higher education students and scaling existing best practices. We bring together companies, higher education institutions, cities and international talent at Kuutio to strengthen the foresight and innovation capacity and to co-create new solutions.

We also fund the development, piloting and scaling of a small number of solutions assessed as particularly capable and effective.

Supporting language-aware recruitment and leadership

Together with the labour market actors, we chart language proficiency expectations in working life and assess the current state of language-aware solutions. Charting existing solutions and developing new ones supports a multilingual working life that benefits both employers and international talent. We fund projects that create the conditions for scaling models for language-supported recruitment and language-aware leadership.

Where are we now?

During spring 2026, we are supporting our partners in various ways to advance smoother entry processes, employment of international students and language-aware recruitment.

Why?

International talent is essential to Finland’s sustainable economic growth. They play a key role in attracting investment as well as increasing productivity, innovation capacity and companies’ global competitiveness – all of which will underpin Finland’s long-term, sustainable growth.

As Western and Asian economies age, global competition for highly skilled working-age professionals is intensifying. This means international talent can be increasingly selective. As a result, human and family-related considerations are becoming ever more important factors when considering how countries are able to attract and retain talent. It is crucial that coming to Finland and settling here is easy for the professionals and their families, and that they can build a meaningful career and life in Finland.

We work in collaboration with, among others, the Ministry of Economic Affairs and Employment, the Ministry of Education and Culture, cities and higher education institutions.
