In a world facing biodiversity loss, the climate crisis, shrinking resources and tighter access to critical minerals, growth can no longer rely on wasteful consumption. We need smarter economic models that transform consumption and drive new job creation.
Traditional strategies no longer suffice. We must lead the shift to a fair and competitive circular economy—built on durable and repairable products, and on sharing, renting and recycling. Digitalisation and artificial intelligence enable smarter design, better material tracking and circular business models that reduce reliance on virgin raw materials while creating new skills and jobs across sectors.
Global changes demand urgent economic reform, and Finland can lead by example.
We operate through the EU Circular Economy Resource Centre (EU CERC) and the World Circular Economy Forum (WCEF), advancing circularity and convening partners in Europe and worldwide behind the transition.
We accelerate the shift to a fair, competitive and resilient circular economy by providing insights, tools and solutions for change. We develop practical tools for businesses, support countries in building national circular economy road maps, and track global progress to highlight what works. Our work also showcases recognised best practices in business and policy, and promotes digital and AI-driven solutions that enable smarter design, material tracking and reduced reliance on critical raw materials.
The world’s first national road map to a circular economy was drawn up under Sitra’s leadership in 2016. We also produced a guide for countries on how to create a circular economy road map and collaborated with UN organisations to compile a digital toolbox and user guide called Building Circularity into Nationally Determined Contributions.
Circular economy skills are needed in every sector and workplace already now. We invested nearly 4 million euros to develop circular economy education throughout Finland’s education system. The learnings from this work are available to all countries.
According to Sitra’s study, the circular economy can increase the value of our national economy by at least 3 billion euros by 2030. To help Finnish companies and industry seize this opportunity, we developed practical tools for companies in different industries for developing circular business models, encouraging sharing over ownership. See e.g. the playbooks for circular business models, for the manufacturing industry and for the chemical industry.
Our most impactful tools for promoting circularity are the World Circular Economy Forum and the EU Circular Economy Resource Centre. Organised since 2017, WCEF is the most important annual circular economy event showcasing circular expertise globally. The EU CERC promotes circular economy uptake and cooperation between the EU and partner countries, funded by the European Commission and the Ministry for Foreign Affairs of Finland.
