The Finnish Innovation Fund Sitra welcomes the European Commission’s initiative to develop a comprehensive Data Union Strategy and its three key objectives: stimulating investments in data availability, simplification of the regulatory framework, and developing an international data strategy.
To ensure lasting impact, the Data Union Strategy should be grounded in a robust, evidence-based understanding of the current European data landscape, highlighting untapped opportunities for value creation, innovation, and more effective public governance.
A key priority should be promoting a more harmonised approach to data-related problem-solving across member states. The present fragmentation in interpretations of data legislation, governance maturity, and operational practices undermines legal certainty and weakens collaboration. Our research on European data economy demonstrates methods to enhance competitiveness while respecting subsidiarity and national contexts.
We recommend addressing structural tensions within the mandates of key authorities, particularly Data Protection Authorities. These bodies are often expected to play a dual role: supporting data-driven innovation through guidance and advice while also enforcing regulatory compliance. This creates conflicting incentives and risks constraining proactive support for innovation. These roles should be separated into distinct functions to improve clarity, trust, and accountability.
We propose creating of a European Data Union Support Centre. Bearing similarities to the existing EU initiative of the Data Spaces Support Centre, which focuses on technical interoperability standards, the proposed Data Union Support Centre takes a step further. It would serve as an independent expert hub assisting Member States, authorities, and stakeholders in operationalising the broader strategy.
Drawing inspiration from successful models like Sitra’s Circular Economy Resource Centre, it could facilitate best practice exchange, coordinate implementation support, and develop practical tools.
The Data Union Strategy must be designed with agility in mind. Europe’s data environment continues to evolve rapidly due to technological change and shifting public expectations. Our work on regulatory technology solutions (RegTech) shows that future-proofing policies requires mechanisms to regularly update priorities, assess progress, and respond to emerging developments.
Continuous stakeholder engagement and iterative feedback loops are key to keeping the strategy relevant and effective, in which the full potential of EU-made technological solutions should be utilized.
Finally, successful implementation must be at the heart of the strategy. Clear roles and responsibilities, appropriate resources, and coordinated support will be essential. Without serious attention to implementation, the strategy risks being aspirational rather than transformational.
The proposed Data Union Support Centre would play a critical enabling role by linking strategic vision with operational delivery. We encourage an approach that combines evidence-based insight, institutional clarity, coordinated action, and practical implementation support.
