EurLexGPT – A domain-specific AI for European legislative data

Sitra is exploring the development of EurLexGPT, an AI model specialised in EU regulation. This open-source model could be designed to process and interpret EU legislative materials.

If brought to life, EurLexGPT could become a valuable tool for regulatory technology companies creating solutions to simplify compliance.

The initiative builds on insights from earlier Sitra-funded pilots, where generative AI supported legislative drafting in ministries.

Sitra has also been fostering a regulatory technology ecosystem in Finland in collaboration with businesses, authorities and other partners.

More than 60 per cent of European companies report that complex regulation discourages investment. The European Commission aims to reduce reporting obligations and administrative burdens for businesses.

AI can automate compliance processes, strengthening the competitiveness of European companies navigating the EU’s complex regulatory environment. With EurLexGpt model and applications built on it, businesses could reduce administrative costs and accelerate compliance.

Demand for solutions that simplify regulatory complexity is growing, creating new business opportunities and driving innovation in the regulatory technology sector.

This work contributes to Sitra’s aim of promoting technological sovereignty and sustainable growth in Europe.

A Sitra-funded study (2025) concluded that an AI model for legislative data is both technically and legally feasible. The study outlined key development stages, including:

• Building an EU law database
• Fine-tuning the language model
• Implementing a RAG system to minimise hallucinations
• Testing with high-quality benchmarks such as EU law exam questions

It also recommended creating a user guide detailing the model’s limitations and risks.
